promote the people who are actually top performers
I know this was a very small part of the post, and maybe even off topic, but why do we so often have the idea that the people performing well in their current jobs are the ones we should promote out of them? Sometimes it’s true, sure, and even more often those people should get more raises, but many other times the next higher role requires significantly different skills and qualities.
I definitely agree, people who perform well in one role are out-of-distribution for the promoted role. This definitely makes it hard for any organization to end up with competent people at the top, especially due to people getting good at office politics and goodharting the entire promotion process by specializing in eliminating rivals.
