I agree, but how sure are we that it’s actually a fact?
[EDITED to add:] One not-particularly-sinister-or-embarrassing possible explanation, if it is true, is that both are driven by a single underlying issue: how capable does any given person expect AGI to be? Imagine someone in WW2 thinking about whether to develop nuclear weapons. It seems plausible that { people who think it’s super-vital to do it because whoever does it will win the war for sure } and { people who think it’s super-dangerous to do it because these weapons could do catastrophic damage } might be roughly the same set of people.
