Sure, they do that for example on IRC (+b command), but IRC is quite a bit different from this. IRC is more like a chat forum whereas this has some semblance to an actual paper submission system, so people deserve to be taken seriously, even if you happen to think their comments are garbage.
But just because you think their comments are garbage, or so does your friend, that doesn’t mean that they actually are garbage. Proclaiming someone’s entire entity as invalid is a proclamation of “discursive impropriety”. These proclamations (in my mind) are unanimously unhealthy, vicious, and mean spirited. If you don’t like someone’s comments, then don’t read them or reply, but don’t tell me what to do about it.
