Have you considered applying to a cognitive science program? It is an interdisciplinary field which overlaps with AI (which you are already considering), neuroscience (which you have a little experience with), and philosophy (which you seem to like).
Forgive me for possible cluelessness, but isn’t cognitive science an umbrella term that covers psychology, neuroscience, AI, etc., and which you could therefore get into through a program in any of those things?

For example, my alma mater, ASU, has a PhD program in Simulation, Modeling, and Applied Cognitive Science. There are similar programs at other schools. As far as I can tell, they allow students to take classes in all the disciplines you mentioned, but allow them to perform research that doesn’t fit uniquely into their individual domains.
