The technical details in the EC determine those weights, but none of the participants have legitimate choices once the votes have been cast
I didn’t want to get into details about how the Electoral College works in the post (perhaps I should have), so yeah, you’re basically right, but I wouldn’t say it the way you say it. I think individuals having different weights undermines the idea of a popular vote - In the US it’s possible for a candidate to not get most of the votes and still win. So it’s weird calling it a popular vote, even though I don’t think there’s any dispute between us on how it actually works.
