I don’t think it’s outstandingly insane, but agree that it contributes no value in its current form and will very likely obtain negative rating (this shouldn’t justify banning). There is also this problem with yandex.ru/narod.ru popup ad, which mere moderators can’t fix, since editing of the article source is not available to us; this justifies temporary banning until the problem is fixed. And English in the article isn’t that bad.
I think if the ad problem is fixed, and after our feedback the author still wishes to publish this page, it should be un-banned.
Why insane? May be my Enlish is poor to express my ideas on it? But what exectly is insane? My ideas are popular in some scientific circles in Russia. I want to understand where my translation is not clear? From the other hand there were many new ideas that was exclaimed as insane at the begining of their appearence. May be this is the case? And where do you find advertising JavaScript, I don’t see it.
It’s, uh, kinda hard to explain. Please don’t take it personally. Here’s a suggestion instead: I think if you post a one-paragraph description of your novel idea or puzzling question, here in the discussion section, you’ll have a better chance of getting meaningful feedback instead of “aaargh what”. If you have many different wonderful ideas, don’t post all of them at once, just pick one—any one—and see how it fares before posting more. Pretty please?
Also try to write directly in good English instead of translating from pseudosciencey Russian: many of us here are Russian (including me), have ample experience with this style, and hate it with a passion.

ETA 2: at the very least, could you use a spellchecker? “May be” “Enlish” “exectly” “appearence”. These days most browsers have spellcheckers built in, not exactly a big effort. Or ask someone on LW to help you with the language, send them a draft of your post and incorporate their suggestions before publishing it. I think many here will be glad to help you if your ideas are indeed interesting.

If you still wish to go through with it, you need to fix the popup ad problem first. There is an “HTML” button in the article editor, where you can inspect its source code and remove the ad script; alternatively, re-copy the article text through another editor, not just directly from a web page.
