My understanding is that panels on the walls mostly improves the quality of sound within the room rather than actually prevent sound from getting in or out (which is something that requires good walls, and potentially plugging individual leaks such as through a door.
I haven’t yet gotten a clear sense of whether there’s a way to increase room noise isolation without major architectural overhauls.
