Two comments:
Using a Time Lord as Omega seems to introduce possible confusion (did Omega actually go to the future to check?), the classic version I think relies on a perfect prediction algorithm.
Botworld may be a good place to test out a CDT+E decision theory agent. Having the source code of an agent exposed to other agents is a way to entangle decisions, given the right setup.
