You can read other reviews of his ideas also. The idea is constant surveillance and sousveillance woven into the fabric of life. Where privacy is required, for eg. to guard secrets, the camera footage goes into an archive which gets read and released as per pre-decided guidelines. eg. 10 years for a patent. or 2 years for a psychiatric consultation.
If someone watches too many videos of ordinary people in a creepy way, they are boycotted by others (since their watching is also watched). The societal equilibrium shifts to holding fewer secrets.
