I have always been just as scared as this writer, but for the exact opposite reason. My own bias is that all imaginable effort should be used to accelerate AI research as much as possible. The writer mentions health problems. In this world, the doctors often know exactly nothing. Humans are just too dumb, or their minds too small, to fix their own malfunctions. The only slim hope for millions of people diagnosed with some hellish condition would be superhuman AI to invent a cure. The alternative is death, or something very much worse. So whatever the writer is afraid of in this article must be something very scary indeed.
