I don’t understand the notion of truth you are using.
A belief is true when it corresponds to reality. Or equivalently, “X” is true iff X.
But you haven’t defined reality.
In the map/territory distinction, reality is the territory. Less figuratively, reality is the thing that generates experimental results. From The Simple Truth:
