I would suggest familiarizing oneself with the extensive literature from generations of economists on the subject whether they are ‘Georgists’ (i.e. Harry Gunnison Brown, William Vickrey, Mason Gaffney, Fred Foldvary, Nic Tideman, Terry Dwyer) or not (i.e. Pigou/Ramsey on optimal taxation, Hotelling, learning about ‘tax capitalization’, etc.
