Blame-minimization is a theory of bureaucratic decay. If all bureaucracies are bad, why do they exist? If everyone agreed that they are bad, why don’t we tear them down? They are sometimes created to provide fake jobs, but usually they are created because they are expected to work and the attention at the beginning makes them work.
