Maybe there is a rock-paper-scissors situation in politics:
Instead of people at the bottom (the average voter), it is better to talk to people who influence their opinions. And instead of talking to these people, it is better to talk to those who influence their opinions. Etc. Using more sophisticated language at each level.
Until the chain grows too long and fragile, and then a new politician decides to address the people at the bottom directly, and… despite all media telling them otherwise, the average voter hears that this guy makes sense (speaks their language, even if it means incoherrent babbling), as opposed to all the others who talk like some aliens from outer space.
