You missed a critical factor.
Volume. It’s not about making up one single ludicrous claim. If you really want to distort the discussion you put 100 different ludicrous claims out.
If the noise is greater than the amount of real evidence, truth won’t come to light.

This was the essence of what I learned about counter-intelligence when I worked in Europe during the Cold War… “The Noise to Signal Ration must be kept high enough that those without the appropriate filter will have no clue as to what is going on.”
