I meant the standard “development aid” that is then quickly embezzled by whatever minister can actually get things done. Remember that they are taking a major risk if something goes wrong. Or everything goes right but some Western Eco NGO gets upset and talks to their NGO buddies resulting in a funding reduction.
The main reason that there hasn’t been a single jurisdiction that was willing to agree to field releases is that no one has been trying hard enough. If you offer enough money, you can find a decision-maker somewhere who is willing to let you release a few mosquitos.
