It seems certain that both types of problems (problems of under-funding, and “other”) make a significant contribution to the failings of nation-states and schools.
Any problems caused by insufficient funding pale in comparison to the problem of how we treat the students. It would be a longish post for me to describe the problems I have with the public schools in the US, never mind the state itself, but if you are interested I will post it.
