“biting a bullet” means taking a position you would not previously or otherwise wanted to, out of necessity. Maybe something you are uncomfortable with, but which the logic demands is better than the alternative, etc.
“dodging a bullet” is totally unrelated and means there was a close call. Maybe there was some argument that appeared to undo everything except for one accidental and unexpected technicality. But it very nearly went the other way.
