If human behaviour is fully determined by the laws of the universe, then you have no choice in whether you assign moral blame or not so it doesn’t make sense to discuss whether we should or shouldn’t do that.
Yes, but the discussion is part of the way that we do it. Not only do we have to have the discussion, but the discussion makes sense the same way that Newton’s laws make sense for billiard balls.
You wouldn’t say “These billiard balls are just going to move around deterministically anyhow, so it doesn’t make much sense for them to conserve momentum.” :P
