I suspect we’re very far apart on your first point. “lie” is not in the territory, it’s all about which map you are using. Which definition(s) you prefer are context- and audience-dependent, and if you suspect something is unclear, you should use more words rather than expending a lot of energy on over-generalizing this use of one word.
I’m more sympathetic to your second point, but note that you are arguing from consequences—you want to use the word in such a way that it apportions blame and influences behavior in the ways you (and I, TBH) prefer.
