Upon inspection, one way my mind treats “lying” is directly as the decision to punish. I also might use “intentional deceit” as a definition when prompted. This was the first time that I checked if my gut sense of when people should be punished maps onto “intentional deceit”. No conclusions on if they’re mismatched, but it’s no longer obvious to me that they are the same.
