It upvotes a lot of comments that are not related to taking the survey.
It renders invisible the mass of people—instead of seeing a swath of diverse remarks, ranging from announcements of delurking to discourses on the content of the survey to simple “Took it”s, you see … nothing, it looks like.
I believe both of these factors are counter to the intent of the upvote-survey-takers norm.
