I think the big difference between it and the risk control system is the need for enforcement i.e. changing what other people can and can’t do. There seems to be two components to the risk control system: prediction of what should be researched and enforcement of this. The prediction component doesn’t need to come from a centralised power. It could just come from the scientific community. I would think that the enforcement would need to come from a centralised power. I guess that there does need to be a way to stop the centralized power causing X-risks. Perhaps, this could come from a localised and distributed effort. Maybe, something like a better version of anonymous.
