What are you talking about? That makes perfect sense in the policy context. People feel betrayed when they get a full course of vaccinations and then it turns out that the FDA hasn’t yet invented a vaccine that works on the current dominant strain of the virus.
Plus, tons of people refuse to get more than 2 shots, and others refuse to get more than 3 shots. You only have one shot at it for their final dose.
They’re using the word “confusing” because they can’t say what I’ve said here without altering the system. If you explain human psychology to the masses, the masses change their behavior, i.e. they go out and chant about it on social media.
