It seems to me like the conditional oracle’s definition could be made more elegant by taking only m and n as a parameter, both of which take an action as a parameter. The oracle would then implement $\underset{a}{\mathrm{argmax}}P\left(m^{O^{\prime }}\right(a\left)|n^{O^{\prime }}\right(a\left)\right)$.
