Of course they don’t! Which is why we all should make our own decisions. I know from your other posts that you are being much, much, much more risk-averse than simply following the law would require. Other people are being less risk-averse than following the law would require. Both can be rational, because each of us has different circumstances, values, and risk preferences. Don’t expect the government to be your guide.
This comes across as a little off-topic and ‘politicsy’ (which we generally try to minimize).
It’s also not true that the rules for Jeff’s specific jurisdiction make “absolutely no sense”. And some of his readers are people that live in the area so it’s useful for him to discuss new rules as they’re made and share his judgement of how good or bad he thinks they are.
Overall, I read your comment as criticizing for Jeff mentioning his city’s “lockdown rules” at all, which is not a welcome sentiment generally.

It’s not just “more risk” vs “less risk”, but banning the less risky activities while allowing the more risky ones.
