To be licensed as a Heilpraktiker a person has to succeed at a written and an oral government exam where they proof that they have some basic knowledge.
I consider government exams are decent way to do occupational licensing for the fields that need it. Having government exams means that the supply can’t be limited by limiting the amount of residency slots.
In practice Heilpraktiker usually do some kind of alternative medicine because insurance companies don’t allow them to bill anything and doctors who give out mainstream treatsments can bill insurance but the general principle of exams is great. Occupational licensing should be about measuring whether people have certain skills instead of being about whether people put in X hours in an preapproved enviroment.
