I like this distinction, because it seems like a good starting point when you want to design a system.
I guess the government usually has a power over certain territory, while culture depends on a clear distinction between ingroup and outgroup. Because, in both cases, the rules are not universal, so how will you predict who follows them and who doesn’t?
