Well, outside of contexts where people are expected to be hitting on each other (dance clubs, parties, speed dating events, OKCupid, etc.) it’s hard to advertise yourself to strangers without in being socially inappropriate. On the other hand, within an already defined social circle that’s been operating a while, people do tend to find out who is single and who isn’t.
It’s not a question of being single, I’m actually in a relationship. However, the relationship is open and I would love it if I could interact physically with more people, just as a casual thing that happens. When I said telling everyone I met “you’re cute want to make out” everyone was a lot closer to accurate than you may think when the average person would say it in that context.
Incidentally, if you’re interested in making out with men who are attracted to your gender, “you’re cute want to make out” may indeed be reasonably effective. Although, given that you’re asking this question on this forum, I think I can assume you’re a heterosexual male, in which case that advice isn’t very helpful.

I guess you could try a T-shirt?

Ah. So you need a more complicated T-shirt!
