To achieve a goal, all you need to do is predict what sequence of actions will bring it about (though I note, not all predictive apparatuses are useful. A machine that did something very specific abnormal like.. looking at a photo of a tree and predicting whether there is a human tooth inside it, for instance, would not find many applications.)
