If you simplify your system and replace an agent with, say, an inverted pendulum, then this is a standard physical phenomenon of spontaneous symmetry breaking, well studied in classical and quantum situations. Is agency important for your point (your (mis)use of “free will” seems to indicate so), whatever it is? Are you trying to solve the issue of bounded time before making a decision?
