This seems to be a case where there is a perfectly reasonable coordination mechanism: money and contracts. If it saves that much, and doesn’t increase liability by more than it saves, then any two actors can coordinate to win in the market, and as others copy or join them, it becomes universal.
Heck, the fact that companies don’t do this even for multiple vehicles on behalf of the same corporate entity is pretty strong evidence that it’s NOT low-hanging fruit and that coordination isn’t the main barrier.
