Your proposed value system says conscious beings should be kept alive, and (I think) that they should preserve their capacity to make decisions. It’s a start, but it doesn’t favor (for example) heaven over hell: in both heaven and hell, you remain alive and you make decisions. Shouldn’t we want a value system which says happiness is better than suffering?
