Actually, they haven’t decided yet. Also, the nuclear power plants only have a few months or weeks worth of fuel beyond Dec 31 (the current scheduled shutdown date), it takes at least 12 months to get more fuel, and the government needs to pass a new law to allow them to buy the fuel, and who knows how long that will take (if it ever happens).

The government claims that it would take at least 12 months to get more fuel. That’s not something that’s a fact just because the government says so.
If you read the industry’s response to the government report quoted later in the article, it seems consistent with the 12 month timeframe.
There’s a difference between at least 12 months and likely <=12 months.
