Suppose you take someone who doesn’t know math, never has. To them, “million”, “billion” and “trillion” mean “many”. GDP is as meaningless to them as RFETR is to you, and to them economics means when rich greedy corporate people lie to them and take their jobs away.
They are also heavily biased without realizing it, and without even realizing that people can be biased without realizing it (they think that all untruths are either lies or mistakes).
They don’t know what falsification or the scientific method is. Science and engineering are indistinguishable from magic to them.
Then you take this person, and you try to explain “efficient allocation of capitol” to them. You may as well try to explain what a frequent flyer club is to a cave-man. The words simply wouldn’t generate concepts for him to misunderstand.
