Maybe this depends on how you define “health”. Many common ways of being unhealthy involve pain, tiredness, nausea, etc. Freedom from those things seems pretty much a terminal goal (at least for me). So, even if health isn’t a terminal goal, not having symptoms of ill-health probably is. (Again, for me, but I doubt I’m unusual in this respect.)
I agree, but in that way intelligence is also a terminal goal; I like the feeling of understanding things and it seems to me this is pretty closely connected to intelligence. Of course I realize that it is possible to be so unintelligent that you incorrectly feel that you understand everything; but that is more like being in bad health and taking drugs that make you feel good.
