Sort of like safety and emissions inspections for cars—we mandate that cars get checked regularly, and the mechanic decides what’s needed to bring the vehicle into compliance.
I share your skepticism regarding mandatory boosters for everyone. Hopefully at some point people will be given additional options, like:
recovery from natural infection
frequent (daily?) testing if they’re immunocompromised
antibody titers
prophylactic monoclonal antibodies, assuming the AstraZeneca thing is legit:
