This comment now has 35 karma, and been visible for about a day, and has no particularly dangling threads to resolve. If my “on-topic/off-topic” idea was implemented, this is the sort of comment I think I’d prefer to move to a pseudo-hidden “offtopic” section, to free up visible space for comments currently under discussion.
But, I can imagine that defeating at least some of the value you was getting from it (i.e. feeling sufficiently supported in your endeavors that it feels right to give LW2.0 a second go).
Mostly for building up an intuitive sense of how people would react to the offtopic thing, how would you feel if this comment were moved there if the feature existed?
I don’t know how this ontopic/offtopic thing would interact with threading. What happens to a thread in which some of the comments are terrible and some of them are great?
A sub-comment marked as off-topic gets moved to the offtopic section, where they link back to the original thread, but the original thread doesn’t link to it.
The sort of thing you want to do was part of my motivation for the Archipelago concept, so would definitely be interested in seeing what you do with such an island.
I have some questions/comments/thoughts about how you’d handle certain kinds of edge cases, but that’s a conversation I’d like to have some other time.

Yeah, this is already basically the case, but as comments in this post highlighted, it is not nearly as clear as it should be, and we’ll work on some way to make it more obvious.
tldr: you can click on the Moderation Guidelines at the top of the comment section to see the author’s general norms. I’m was mulling over changing this so that it shows the first couple lines of the moderation policy, with a ‘read more’ thing that looks similar to how frontpage Recent Comments look, and maybe saying “this user has not set any explicit moderation guidelines” if they haven’t listed it yet.
It might be worthwhile to create a popup with the moderation norms that shows when a person clicks “submit” with the options: “Edit post” “Post conforms to the norms” (there might be a checkbox to not show the popup again)
What are your thoughts on having an additional link in the moderation guidelines box at the top of the comment section (and at the bottom of the new-comment box)? Or do you feel like it should be more noticeable?
