Do you have a better suggestion for specifying how effective a system is at manipulating its environment into specific future states? Unintelligent systems may work much better in specific environments than others, but any really intelligent system should be able to adapt to a wide range of environments. Which important aspect of intelligence do you think can’t be expressed in a scalar rating?
