I think the concepts used in the absolute velocity case already code relative information. Map directions refer to map frame and not any arbitrary frame with directions. If you actually listen to the frame that the question is using the first guy is correct. Now in some situations it might be important to guess that the person doesn’t know what he is talking about and answering the corrected question what he should have been asking might be more on point. But this question “repairing” might go incorrect and it might lead one to assume things one could ask for. If the guys gps phone said he was moving 5 m/s west it’s a totally different story.
