My objection is to the ‘set amount.’ What about the Bunny Ears Lawyer trope, where someone purchases additional weirdness points with a track record of outstanding competence?
Sure they do, you just need to look in the right places. Speaking of lawyers, one place would be the tax department of a top-tier New York law firm. Another place would be sysadmins of small companies.
Not to the same extent, maybe, but I was under the impression that it does occur. I’m not willing to go check right now due to memetic hazard, but doesn’t TV Tropes have a page full of real life examples?

The Bunny Ears Lawyer trope is one of those ones that never shows up in real life.

Nope. No Real Life entry for that trope exists.
It appears like it used to, as it is referenced in the text, and can be found on a fork of tvtropes here.
My favorite example from that page is Paul Erdős, who spent his life couch-surfing from one mathematical collaborator to the next.
