First, our territory is a map. This is by nature of evolving at a physical scale in which we exist on a type of planet (rather than at the quantum level or the cosmological level) and of a century/day/hour scale conception of time (rather than geological or the opposite) and of a species in which experience is shared, preserved, and consequently accumulated. Differentiating matter is of that perspective, labeling snow is of that perspective, labeling is of that perspective, causation, and so on.
By nature of being, we create a territory. For a map to be true (I don’t like ‘meaningful’), it must correspond with the relevant territory. So, we need more than a laplacian demon to restrict beliefs to propositions that can be true, we need a demon capable of having a perfect and imperfect understanding of nature. It’d have to carve out all possible territories (of which can conflict) from our block universe and see them from all possible perspectives, and then you would have to specify which territory you want to see corresponds with whatever map.
