Wouldn’t attempting to destroy technologically-capable-but-not-yet-AI-ruled civilization through information hazard attack be just too narrow? It’s a vulnerable state that likely only lasts sub 100 years (based on a sample of 1).
However, I must agree that SETI’s information disclosure policy is extremely irresponsible.
It might be that interstellar travel is really really hard even for AI-ruled civilizations. In that case, sending such messages is the only way to spread a civilization.
