At a minimum that amount should include payroll taxes, health insurance, CA’s ETT, and state and federal unemployment insurance tax. It can also include things things like education benefits, equipment, and 401k bonuses. Given the crudeness of the budget, I expect there’s quite a bit being included under “etc”.
